Is this the whole assembly?

This is just the pump and filter. You will need to cut the old pump wires and solder them back when you replace the pump. As far as whole assembly no this does not include the float, or the plastic housing that holds the pump, float, filter, cap, or outlets to the fuel lines or electric connection. Strictly just a replacement pump and screen

This is just the fuel pump, gaskets and strainer. You have to use your own fuel level sensor and frame.

it is the whole fuel pump and housing. you need to reuse your fuel pick up and float setup

No. It's only the fuel pump assembly. But it's easy to change, there's only four screws
